Nitekim David L. Phillips\u2019in The Jerusalem Post\u2019ta kaleme ald\u0131\u011f\u0131 g\u00fcncel analizinde de \u00e7arp\u0131c\u0131 bir bi\u00e7imde vurguland\u0131\u011f\u0131 \u00fczere, \u00d6calan\u2019\u0131n anti-devlet\u00e7i, s\u0131n\u0131rlar\u0131 reddeden ve taban demokrasisine dayand\u0131\u011f\u0131n\u0131 iddia etti\u011fi bu paradigmas\u0131, Rojava prati\u011finde askeri, siyasi ve sosyolojik olarak tam bir \u00e7\u00f6k\u00fc\u015fle y\u00fczle\u015fmi\u015ftir. \u0130ronik bir bi\u00e7imde, ulus-devleti &#8220;t\u00fcm k\u00f6t\u00fcl\u00fcklerin kayna\u011f\u0131&#8221; ilan eden bir teorinin pratik \u00e7\u0131kt\u0131\u0131s\u0131; g\u00fcc\u00fc tek elde toplayan merkeziyet\u00e7i bir parti-devleti ayg\u0131t\u0131, alternatif seslerin tasfiye edildi\u011fi otoriter bir idari mekanizma ve varl\u0131\u011f\u0131n\u0131 tamamen k\u00fcresel bir jandarman\u0131n (ABD) askeri\/lojistik himayesine sabitlemi\u015f bir d\u0131\u015f ba\u011f\u0131ml\u0131l\u0131k paradoksu olmu\u015ftur.<\/p>\n<p style=\"text-align: justify;\">\u00d6te yandan, Rojava deneyiminin bu ideolojik ve pratik iflas\u0131n\u0131 do\u011fru te\u015fhis eden Bat\u0131l\u0131 analistlerin, buradan yola \u00e7\u0131karak K\u00fcrt halk\u0131n\u0131n tarihsel stat\u00fc aray\u0131\u015f\u0131na toptanc\u0131 bir karamsarl\u0131kla yakla\u015fmas\u0131 da ayr\u0131 bir jeopolitik k\u00f6rl\u00fc\u011fe i\u015faret etmektedir. Phillips\u2019in mevcut konjonkt\u00fcrde K\u00fcrtler i\u00e7in &#8220;ba\u011f\u0131ms\u0131zl\u0131k ya da geni\u015f \u00f6zerklik hedeflerinin art\u0131k m\u00fcmk\u00fcn olmad\u0131\u011f\u0131&#8221; y\u00f6n\u00fcndeki stat\u00fckocu tezi, b\u00f6lgenin dinamizmini ve \u00f6zellikle Suriye\u2019de ya\u015fanan tarihsel k\u0131r\u0131lmalarla sars\u0131lan as\u0131rl\u0131k dengeleri okumaktan uzakt\u0131r. K\u00fcrt ulusal hareketinin gelece\u011fi; devlet mekanizmas\u0131n\u0131 \u015feytanla\u015ft\u0131ran d\u00fcnyadan kopuk \u00fctopyalarda de\u011fil; K\u00fcrdistan B\u00f6lgesel Y\u00f6netimi (Erbil) \u00f6rne\u011finde v\u00fccut bulan realist, kurumsal, diplomatik ve uluslararas\u0131 hukuka entegre &#8220;K\u00fcrt Realizmi&#8221; vizyonunda aranmal\u0131d\u0131r.<\/p>\n<p style=\"text-align: justify;\"><strong>1. \u00d6calan Paradigmas\u0131n\u0131n Teorik \u00c7eli\u015fkileri ve Felsefi \u00c7\u0131kmazlar\u0131<\/strong><\/p>\n<p style=\"text-align: justify;\">Rojava deneyiminin siyasi ve askeri t\u0131kan\u0131kl\u0131\u011f\u0131n\u0131 do\u011fru okuyabilmek, ancak bu pratik \u00fczerine in\u015fa edilen teorik zeminin kendi i\u00e7indeki yap\u0131sal \u00e7eli\u015fkilerini de\u015fifre etmekle m\u00fcmk\u00fcnd\u00fcr. Abdullah \u00d6calan\u2019\u0131n \u00f6zellikle 2000\u2019li y\u0131llardan sonra geli\u015ftirdi\u011fi, temeline Murray Bookchin\u2019in<\/p>\n<p style=\"text-align: justify;\">&#8220;Ekolojik Toplum&#8221; ve &#8220;\u00d6zg\u00fcrl\u00fck\u00e7\u00fc Belediyecilik&#8221; (Libertarian Municipalism) tezlerini alan Demokratik Konfederalizm paradigmas\u0131, felsefi olarak \u00e7ok ciddi i\u00e7sel \u00e7eli\u015fkiler bar\u0131nd\u0131rmaktad\u0131r. Bu \u00e7eli\u015fkiler, teorinin Ortado\u011fu\u2019nun sert realpolitik d\u00fczlemine \u00e7arparak un ufak olmas\u0131n\u0131n da as\u0131l nedenidir.<\/p>\n<p style=\"text-align: justify;\">Bundan \u00f6t\u00fcr\u00fc: Bat\u0131da marjinal bir entelekt\u00fcel fantezi olan bu teorinin y\u00fczy\u0131llard\u0131r a\u015firet, din, mezhep ve ulus kimlikleriyle \u015fekillenmi\u015f, kanl\u0131 s\u0131n\u0131r sava\u015flar\u0131n\u0131n ya\u015fand\u0131\u011f\u0131 Ortado\u011fu sosyolojisine bir kurtulu\u015f re\u00e7etesi gibi sunulmas\u0131 en b\u00fcy\u00fck tarihsel yan\u0131lg\u0131yd\u0131.<\/p>\n<p style=\"text-align: justify;\"><strong>A. &#8220;Devletsiz Toplum&#8221; S\u00f6ylemi ve Totaliter Parti-Devleti Prati\u011fi<\/strong><\/p>\n<p style=\"text-align: justify;\">Paradigman\u0131n en radikal iddias\u0131; ulus-devlet modelini &#8220;halklar\u0131n zindan\u0131&#8221;, \u015fiddetin ve asimilasyonun yeg\u00e2ne kayna\u011f\u0131 olarak ilan etmesidir. Teori, devleti tamamen d\u0131\u015flayan, onun yerine yatay \u00f6rg\u00fctlenen halk meclislerini, kantonlar\u0131 ve tabandan y\u00fckselen bir iradeyi vadeder. Ancak bu iddia, siyaset biliminin en temel yasalar\u0131ndan biri olan &#8220;g\u00fc\u00e7 bo\u015flu\u011fu kabul etmez&#8221; ilkesiyle \u00e7eli\u015fmektedir.<\/p>\n<p style=\"text-align: justify;\">Sahadaki pratik, devlet ayg\u0131t\u0131n\u0131n ortadan kald\u0131r\u0131lmad\u0131\u011f\u0131n\u0131, aksine &#8220;kanton&#8221; ya da &#8220;\u00f6z-y\u00f6netim&#8221; ad\u0131 alt\u0131nda, klasik bir ulus-devletten \u00e7ok daha kat\u0131 ve denetleyici bir mikro parti-devleti mekanizmas\u0131n\u0131n kuruldu\u011funu g\u00f6stermi\u015ftir. Zorunlu askerlik (savunma g\u00f6revleri), vergilendirme sistemleri, istihbarat a\u011flar\u0131 ve yarg\u0131 mekanizmalar\u0131 gibi egemenli\u011fin en sert unsurlar\u0131, &#8220;devlet d\u0131\u015f\u0131&#8221; oldu\u011fu iddia edilen bu yap\u0131 taraf\u0131ndan halka dayat\u0131lm\u0131\u015ft\u0131r. Teori devleti reddederken, pratik; g\u00fcc\u00fc tek bir ideolojik odakta (PYD\/KCK) merkezile\u015ftiren ayg\u0131t\u0131 \u00fcreterek kendi kendini felsefi olarak nakzetmi\u015ftir (yalanlam\u0131\u015ft\u0131r).<\/p>\n<p style=\"text-align: justify;\"><strong>B. S\u0131n\u0131rlar\u0131 Reddetme \u00dctopyas\u0131 ve Co\u011frafi S\u0131n\u0131rlara Muhta\u00e7l\u0131k<\/strong><\/p>\n<p style=\"text-align: justify;\">\u00d6calan paradigmas\u0131, Bat\u0131 felsefesindeki anar\u015fist ak\u0131mlardan m\u00fclhem olarak, ulusal s\u0131n\u0131rlar\u0131<\/p>\n<p style=\"text-align: justify;\">&#8220;yapay ve egemenlerin icad\u0131&#8221; olarak g\u00f6r\u00fcr. Halklar\u0131n s\u0131n\u0131r \u00f6tesi konfederal a\u011flarla birle\u015fmesini savunur. Ne var ki, Ortado\u011fu gibi her kar\u0131\u015f topra\u011f\u0131n askeri g\u00fc\u00e7le korundu\u011fu bir co\u011frafyada &#8220;s\u0131n\u0131rs\u0131zl\u0131k&#8221; vaadi jeopolitik bir k\u00f6rl\u00fckten ibarettir.<\/p>\n<p style=\"text-align: justify;\">Rojava\u2019da kurulan yap\u0131, varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrebilmek i\u00e7in tam aksine en ilkel anlamda &#8220;s\u0131n\u0131r hatlar\u0131na&#8221;, cephe \u00e7izgilerine ve co\u011frafi bariyerlere muhta\u00e7 kalm\u0131\u015ft\u0131r. S\u0131n\u0131rlar\u0131 a\u015fan bir felsefe, ironik bir bi\u00e7imde, kendi \u00e7izdi\u011fi mikro kanton s\u0131n\u0131rlar\u0131n\u0131 koruyabilmek i\u00e7in k\u00fcresel g\u00fc\u00e7lerin askeri t\u0131rlarla g\u00f6nderdi\u011fi silahlara ve hava sahas\u0131 korumas\u0131na ba\u011f\u0131ml\u0131 hale gelmi\u015ftir. S\u0131n\u0131rlar\u0131 felsefi olarak reddeden bir hareketin, pratik olarak bir &#8220;s\u0131n\u0131r bek\u00e7ili\u011fine&#8221; evrilmesi, teorinin en b\u00fcy\u00fck \u00e7\u0131kmazlar\u0131ndan biridir.<\/p>\n<p style=\"text-align: justify;\"><strong>C. Anti-Kapitalist S\u00f6ylem ile K\u00fcresel Emperyalizm Aras\u0131ndaki Yap\u0131sal Ba\u011f\u0131ml\u0131l\u0131k<\/strong><\/p>\n<p style=\"text-align: justify;\">Demokratik Konfederalizm, do\u011fas\u0131 gere\u011fi anti-kapitalist, anti-end\u00fcstriyel ve k\u00fcresel s\u00f6m\u00fcr\u00fc mekanizmalar\u0131na kar\u015f\u0131t bir \u00e7izgide konumland\u0131r\u0131lm\u0131\u015ft\u0131r. Kom\u00fcnal ekonomiyi, ekolojik k\u00f6yleri ve k\u00fcresel sermayeden ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 vaat eder. Ancak bu felsefi kabuk, sahan\u0131n realitesiyle kar\u015f\u0131la\u015ft\u0131\u011f\u0131nda Ortado\u011fu tarihinin en b\u00fcy\u00fck jeopolitik paradokslar\u0131ndan birini do\u011furmu\u015ftur.<\/p>\n<p style=\"text-align: justify;\">D\u00fcnya kapitalist sisteminin ve k\u00fcresel emperyalizmin en b\u00fcy\u00fck askeri g\u00fcc\u00fc olan ABD ile girilen mutlak askeri-stratejik ortakl\u0131k, teorinin anti-kapitalist iddialar\u0131n\u0131 tamamen kad\u00fck b\u0131rakm\u0131\u015ft\u0131r. Varl\u0131\u011f\u0131n\u0131, lojisti\u011fini, finansman\u0131n\u0131 ve hava korumas\u0131n\u0131 Pentagon\u2019un ve k\u00fcresel koalisyonun stratejik \u00e7\u0131karlar\u0131na endeksleyen bir yap\u0131n\u0131n, kitlelere &#8220;k\u00fcresel sisteme alternatif bir d\u00fcnya&#8221; vaat etmesi entelekt\u00fcel bir kand\u0131rmacadan ibarettir. Teori kapitalizmi ve emperyalizmi d\u00fc\u015fman ilan ederken, pratik onun \u015femsiyesi alt\u0131nda hayatta kalabilmektedir.<\/p>\n<p style=\"text-align: justify;\"><strong>D. \u00c7o\u011fulculuk Maskesi ve Tek Tip\u00e7i Kadro Vesayeti<\/strong><\/p>\n<p style=\"text-align: justify;\">Bookchin\u2019in teorisinden \u00f6d\u00fcn\u00e7 al\u0131nan &#8220;kat\u0131l\u0131mc\u0131 demokrasi ve \u00e7o\u011fulculuk&#8221; kavramlar\u0131, teoride etnik ve dinsel t\u00fcm unsurlar\u0131n (K\u00fcrtler, Araplar, S\u00fcryaniler) e\u015fit temsiliyetini \u00f6ng\u00f6r\u00fcr. Ancak pratik i\u015fleyi\u015fte, bu meclislerin ve y\u00f6netimlerin \u00fczerinde, hi\u00e7bir demokratik me\u015fruiyeti olmayan, hiyerar\u015fik olarak do\u011frudan ana kadroya ba\u011fl\u0131 bir &#8220;ideolojik vesayet&#8221; mekanizmas\u0131 (KCK kadro sistemi) h\u00fck\u00fcm s\u00fcrm\u00fc\u015ft\u00fcr.<\/p>\n<p style=\"text-align: justify;\">\u00c7o\u011fulculuk s\u00f6ylemine ra\u011fmen, Suriye K\u00fcrtlerinin di\u011fer me\u015fru ve geleneksel siyasi yap\u0131lar\u0131 (\u00f6rne\u011fin ENKS) sistemli olarak d\u0131\u015flanm\u0131\u015f, b\u00fcrolar\u0131 kapat\u0131lm\u0131\u015f ve siyaset yapma haklar\u0131 ellerinden al\u0131nm\u0131\u015ft\u0131r.
